The agency was established in May 2007 by Jimmy A. Lee, Jr., a retired law enforcement executive.

Jimmy A. Lee, Jr. enlisted in the United States Army in 1977 as a Military Police Officer. As part of his law enforcement training, he completed the basic military police school. He was assigned to the 101st Airborne Military Police Company serving as a police officer on Fort Campbell Kentucky. Based on his performance he was assigned to the Military Police Investigations (MPI) unit on Fort Campbell and the Criminal Investigations Division Drug Suppression Team (DST).
After his enlistment and military service was completed, he was employed as a police officer in one of Chicago’s Western Suburb, Roselle, Illinois. During his service as a Roselle police officer, he was promoted to Sergeant, Detective Sergeant, and Deputy Chief of Police. He also served as the Interim Chief of Police during his tenure. He earned his Gold Shield and several awards and commendations for his service.
Jimmy Lee graduated from the Chicago Metro Police Academy, Northwestern School of Police Staff and Command, the Federal Bureau of Investigations National Academy (179th Session), is a State of Illinois Certified Accident Reconstructionist, and has completed over 2000 hours of law enforcement, investigative, and law enforcement management training.
Jimmy Lee has presented Court Testimony in 1000’s of trials, hearing, (including Labor Board, Disciplinary and Grievance Arbitrations) and civil depositions to include being qualified as an Expert Witness in Cook and DuPage Counties.
Currently Jimmy Lee is serving as the Chief of Police for a Northern Illinois Police Department, accepting this position to professionalize the department and prepare the future leaders of the organization.
He is an active member of the International Association of Chiefs of Police, Illinois Association of Chiefs of Police, Lake County Chiefs of Police Association, a life member of the DuPage County Chiefs of Police Association He is a graduate of the Federal Bureau of Investigations National Academy (FBINA) 179th Session, is a past president of the Northern Division of the FBINA Associates and is currently the Illinois Northern Division Treasurer.
Jimmy Lee is a licensed private detective (License 115-001136), first licensed in May 1994.
